Do they ever learn?

I'm just after reading this article and am completely disgusted and horrified. The IRA offered the McCartney family to murder those involved in the shooting of Robert McCartney. It seems that they never seem to learn. I dont really get Sinn Féin/IRA. After all they've done recently, you think they'd have a bit of sense. In the past they've shown themselves to be quite smart in how they've approached things, but this is the completely wrong thing to say. I hope that things change, but it seems that they haven't really moved on that much.
